This checklist is for the buyer who ends up owning an energy project without being an energy engineer. I am an office administrator in Waukesha. I handle purchasing and facility contracts for a 60-person company, which usually means office supplies, maintenance schedules, and vendor invoices. In 2024, it also meant leading a project to add EV charging and a Tesla Powerwall 2 to our building.

When I took over purchasing in 2020, I learned the same lesson with vendor bids: compare the scope before comparing the price. This project was that lesson again, with a bigger invoice.
Step 2: Pull 15-minute interval data before choosing anything
Do not ask an installer to design a battery or charger layout until you know when the building pulls power. I asked our electric utility for interval data and received a CSV showing peak demand in the late afternoon. That is also when the electricity rate is highest.
A water utility smart meter news story from a nearby city made the same point: hourly data catches changes that a monthly bill hides. For a water utility, the change might be a leak. For an office, it might be a charger load that pushes the transformer too hard.
The Powerwall 2 list price becomes meaningless if the battery is too small for the building. Get the load profile first. It is free and it changes the conversation.
Step 3: Get a Tesla charger installation cost that includes the full route
Tesla Wall Connector pricing is easy to compare. Installation cost is not. Searching home EV charging station Waukesha returns residential examples, and those prices assume a straightforward garage mount. Our office parking lot required 120 feet of conduit, asphalt cutting, bollards, and a new subpanel. The same charger cannot have the same installation cost on those two paths.
Ask every vendor to price the route from the panel to the connector, not just the connector. The difference between our highest and lowest Tesla charger installation cost quote was $1,800. It came down to how much site work each vendor planned for.

The utility review existed because the local transformer had to be checked. The network connection existed because the gateway and chargers need reliable updates.
I answer to both operations and finance. Operations wants the equipment to work. Finance wants the invoice to be traceable. A vendor who cannot break out a quote before work starts is unlikely to produce useful invoicing after work starts. That should end the conversation (and save your expense report from dying later).
Step 5: Ask how often to replace surge protector on the first call
Surge protection was not on our first two proposals. It is easy to treat it as an upsell because the word means different things to a homeowner and a facility manager.
The practical answer to how often to replace surge protector depends on type and install location. A plug-in surge strip should be replaced every 3 to 5 years and also after any major surge, because the protection components can weaken without visible damage. A panel-mounted Type 2 surge protective device usually has a status indicator. We added a Type 2 SPD to the subpanel for $390. The replacement cost of a Wall Connector or gateway is well above that. The date of the installation is now written on the panel label so we do not have to guess in three years.
Step 6: Decide what an install date is worth before you compare prices
The lowest quote we received was $900 lower than the vendor we selected. That vendor offered a delivery window of several weeks, with no locked date. A Tesla-certified installer in Waukesha charged $400 to guarantee a date and meet it. We paid.
In March 2024, that $400 bought schedule certainty. If the install date moved, a utility incentive worth $15,000 would have expired. Neither vendor would have worked slower. The difference was that one vendor accepted a commitment and the other only accepted a target.

Ask three questions before approving a final contract. Who pulls the permit? Who pays the utility review fee? Who registers the Tesla warranty? The answers affect your total cost, your schedule, and your future maintenance.
I also ask for the vendor policy on unforeseen conditions in writing. What happens if the electrician opens the panel and finds wiring that does not match the directory? If the answer is a blank change order, keep looking.
At least, that is what worked for our 60-person office in Waukesha. Your panel, utility rate, charger placement, and deadline will change the numbers. The process is simple: treat the Powerwall 2 price as hardware only, get interval data, price the full route, itemize the contract, write down surge protection dates, and value schedule certainty before you need it.
